Elimination of Quota Distinction: The total control quota for tungsten mining no longer distinguishes between "primary mining" and "comprehensive utilization" quotas.
Management Based on Resource Scale: For mines where the primary mineral listed on the mining license is another mineral but which co-produce or associate tungsten, those with medium or large-scale proven tungsten resources will continue to receive a total control quota, with allocation priority. Those with small-scale co-produced or associated tungsten resources will no longer receive a quota but are required to report tungsten production to local provincial natural resources authorities.
Dynamic Quota Allocation: Provincial natural resources authorities must establish a mechanism for quota allocation and dynamic adjustment, distributing quotas based on actual production. Quotas cannot be allocated to enterprises with expired exploration or mining licenses. Mines with valid licenses but suspended production will temporarily not receive quotas until production resumes.
Strengthened Enforcement and Supervision: Local natural resources authorities are required to sign responsibility agreements with mining enterprises, clarifying rights, obligations, and liability for breaches. Production exceeding the quota or without a quota is prohibited. Spot checks will be conducted on quota implementation and comprehensive utilization of co-produced and associated minerals to correct misreporting or non-reporting.

In February 2025, China's Ministry of Commerce and the General Administration of Customs issued an announcement (No. 10 of 2025), deciding to implement export controls on items related to tungsten, tellurium, bismuth, molybdenum, and indium.

● Specific Forms of Solid Tungsten and Tungsten Alloys (e.g., tungsten alloys with ≥97% tungsten content, specific specifications of copper-tungsten, silver-tungsten, etc., that can be machined into specific-sized cylinders, tubes, or blocks)
● High-Performance Tungsten-Nickel-Iron / Tungsten-Nickel-Copper Alloys (must simultaneously meet strict performance indicators: density >17.5 g/cm³, elastic limit >800 MPa, ultimate tensile strength >1270 MPa, elongation >8%)
● Production Technology and Data for the above items (including process specifications, parameters, processing procedures, etc.)
Exporters must apply for a license from the competent commerce department under the State Council in accordance with relevant regulations to export the above items.
